PL01Scope and service classification
Identify each system/medium, boundaries and excluded work.
Review plans, scope, schedules and design notes; classify water, sanitary, stormwater and heated-water systems separately.
PL02Regulatory basis and approvals
Confirm jurisdiction, applicable NCC Volume Three edition/state variations, licensing and inspection/notification pathway.
Review regulatory authority guidance, approvals, project specification and adopted document register.
PL03Material and product approval
Check pipe/fitting material, class/type, joint system, potable water suitability and product certification where applicable.
Inspect labels/certificates and compare with approved submittal/specification and applicable WaterMark requirements.
PL04Delivery and storage
Inspect received materials for identity, damage, cleanliness, contamination and storage protection.
Visual inspection and trace labels/batches against product submittal; maintain caps/protection as required.
PL05Set-out and service coordination
Check service route, levels, fixture/equipment connections, penetrations and clashes.
Compare marked-out installation to coordinated drawings and surveyed levels; resolve clashes before fixing/covering.
PL06Trench, bedding and support
For buried runs, check trench condition, bedding, support, depth/cover and protection; for above-ground, check supports and movement provisions.
Inspect before laying and before cover; measure against approved details and the relevant adopted standard/project criteria.
PL07Pipework installation and identification
Inspect pipe type/diameter, route, gradient where relevant, jointing, supports, isolation/access and identification.
Visual and measured checks against isometrics, schedule, manufacturer jointing instructions and adopted standard.
PL08Jointing and workmanship
Check joint preparation, assembly, welding/brazing/solvent process only for the specified material/system.
Observe installer qualification where specified; check process parameters and joint records required by product/project instructions.
PL09Valves, fixtures and backflow interfaces
Verify valve type/location/access, fixture connections, backflow device and cross-connection protections if in scope.
Compare to approved schedules and NCC/project hazard assessment; record device identification and certificates where required.
PL10Sanitary drainage alignment and falls
Inspect sanitary drain route, grade, connections, access openings and cleanouts before backfill.
Check against approved drainage plan and levels; use survey/measurement method specified by project.
PL11Sanitary pipe test before backfill
For sanitary plumbing/drainage, perform only the applicable jurisdiction/project test before concealment.
Licensed plumber/drainer confirms adopted standard edition, system boundaries, test medium, pressure/head and duration; record results.
PL12Water service pressure/leak test
Test water services using the method and criteria approved for the project and jurisdiction.
Licensed plumber confirms isolated section, test medium, pressure/duration and acceptance source; record actual readings, instrument and observations.
PL13Stormwater drainage (conditional)
Where included, check stormwater pipe, pits, inlets, gradients, connections and discharge points.
Inspect route/levels and compare to approved stormwater plan, civil interface and applicable adopted requirements.
PL14Heated water service (conditional)
Where included, check heater/system connections, relief/tempering components, discharge and access.
Inspect against approved design, equipment instructions and adopted heated-water requirements.
PL15Flushing, cleaning and disinfection (conditional)
Where required for drinking water, confirm flushing, disinfection and any specified water quality evidence.
Follow project-approved procedure and applicable authority/manufacturer requirements; use competent authorised person.
PL16Pre-cover inspection and backfill
Walk down installed services and confirm testing/photographs/authority inspections before covering.
Check inspection checklist, test evidence, utility/authority notices, service marking and approved backfill requirements.
PL17Commissioning and operational checks
Verify specified flow, operation, fixture discharge, leaks and system interfaces.
Commission by licensed plumbing practitioner under approved procedure; record measured results and exceptions by system.
PL18Defects and retest
Record leaks, blockages, incorrect levels, joint failures and corrective work.
Identify location/system, defect, repair method, retest evidence and closure.
PL19As-built and handover
Verify certificates, inspection notices, test reports, product evidence, as-builts and operation/maintenance information.
Review contract/regulator handover index and match records to service IDs/locations.
