Choose the system and define its limits
Identify the building, level or external zone, the upstream and downstream connection, and the contractor responsible for each interface. A pipe section ID should appear in the plan, site record, test report and as-built drawing. Make clear whether the package includes supply pipework, below-ground sanitary drains or site stormwater pipes and pits.

These resources cover ordinary building installation work. Gas, industrial/process pressure systems, fire services, utility networks, on-site wastewater treatment and hydraulic design need separately scoped content. A rainwater storage or treatment system also needs its own identified requirements.
Collect the documents that define each check
Register the project location, applicable jurisdiction, approved design revisions and adopted compliance basis. The public NCC 2022 Volume Three page illustrates water and sanitary topic structure and separate jurisdiction schedules; it does not establish the edition governing a new project. Confirm the project's actual adopted edition and variations with its responsible parties.
- Hydraulic and drainage drawings
- Extract run or section IDs, pipe designation, connection details, routes, supports, levels and access arrangements. Retain sheet, revision and detail locators so the site crew can find the controlling requirement.
- Specification and approved product instructions
- Identify materials and jointing systems, compatible components, installation requirements and evidence of suitability. Check WaterMark applicability by product type and link the actual product identity to its evidence where required.
- Inspection, test and authority requirements
- Record the applicable method, medium, pressure or head, duration, sampling or coverage, instrument evidence, acceptance condition, notice recipient and any assigned witness or release rights. Distinguish a statutory process from the contractor's quality review.
- Earthworks and covering interfaces
- Identify who supplies the trench, bedding, surround and backfill; what is inspected while exposed; and who can authorise the next activity. Reference separate geotechnical or compaction requirements where they belong.
Arrange the plan around the actual work sequence
- Confirm the scope, sources, revisions and unresolved design interfaces before preparing the inspection rows.
- Check material identity and suitability before installation. Keep substitutions and missing evidence visible for project disposition.
- Inspect the route, supports or trench/bedding readiness against the approved installation detail.
- Record the installed section, joints and relevant levels or interfaces while they remain accessible.
- Carry out the applicable test under the approved procedure and record its actual results. A generic ITP is not a test execution or safety procedure.
- Resolve failed checks, link the repair to reinspection or retest evidence, and obtain the project-assigned decision before covering or handover.
- Close out as-built details, original reports, required certificates and unresolved items against the same section IDs.
Write an acceptance condition the inspector can use
For a level check, cite the drawing and the particular run or pit rather than just writing “as per drawing”. For a test, enter the approved method and conditions with units and source locator. Do not borrow a water-supply test pressure for sanitary drains, or assume a sanitary test applies to stormwater. If the source is missing or conflicting, identify the exact decision required before the affected activity can proceed.
Public regulator examples show why location matters. Western Australia's October 2020 Bulletin 133 discusses sanitary testing before backfill and repair/retest, referencing AS/NZS 3500.2:2018. Its particular values and notifications are not national defaults. Victoria's DR 07 guidance treats bedding, embedment, backfill, grade and cover as distinct stormwater topics. Confirm current local requirements rather than transferring those details to another jurisdiction.
Link the ITP to a useful blank field record
- Water pressure-test record: captures section and procedure identification, specified conditions, instruments, observations, readings and retest references.
- Sanitary drainage pre-cover record: connects exposed installation checks and test evidence to the covering decision.
- Stormwater inspection record: connects pipe/pit observations and outlet interfaces to pre-cover and as-built evidence.
Actual dates, readings, results and signatures belong in those records when the inspection happens. Preparing or downloading a plan does not establish that an installation passed.
Worked document mapping example
Fictional teaching example only. These document names are invented and contain no engineering limits or completed site results.
Suppose an approved fictional drawing “HY-QA-04 Rev C, run S-07” defines the sanitary drain route and levels. A separate fictional procedure “TP-QA-02 Rev B” defines the applicable test. The quality schedule names the party who reviews evidence before that run is covered.

If the test procedure is missing, retain the supported installation wording and flag that test dependency. A selected template row or a checked box cannot fill the missing acceptance basis.
Review the package before issue
Check that every retained row has a source locator, method, acceptance basis, timing, responsible role and record. Resolve missing essential criteria, document conflicts and assigned release rights. Confirm that plan, record and download versions agree, and that conditional activities are clearly included or excluded. Use the contractor's required form where supplied.
