How to write an Inspection and Test Plan (ITP)

An Inspection and Test Plan (ITP) connects each construction activity to the check that confirms it is ready to proceed. It records who checks the work, what evidence is kept and which project document defines the requirement.

1. Define the work package

State the activity and its boundaries. Include interfaces, handovers and exclusions so crews can tell which checks apply.

2. List inspections in work sequence

Break the work into practical stages such as material receipt, preparation, installation, testing and handover. Add checks only when they apply to the agreed scope.

3. Link each check to a source

Record the relevant drawing, specification section, approved product instruction or inspection procedure, including revision where available.

4. Record criteria and responsibility

State the project requirement from its approved source. Identify who performs and witnesses the check, any hold or release point, and the record to retain.

5. Provide a usable site record

Leave actual observations, measurements, dates and signatures blank until work is inspected. Review the completed plan with the project team before use.

What information goes into each ITP column?

The inspection names the check; the method explains how to perform it; acceptance describes the required outcome; the source lets a reviewer locate that requirement. Frequency, responsibility and control arrangements define when the check occurs and who must act. The record identifies the evidence to keep.

Choose the required form before drafting

If the client or head contractor supplies a form, keep their column structure and document-control fields. Use the free template to organise the inspection content, then transfer it into that form where necessary. A browser export does not automatically fill a contractor's separate file.

Fictional teaching example, not a project instruction: a drawing labelled EX-PP-01, revision A, shows reinforcement positions in detail R2. The example below explains where that information belongs. It supplies no engineering dimensions, tolerance, test frequency or completed result.

In the pre-pour checklist, PP-06 provides a corresponding reinforcement-installation record. Keep its actual measurements, result and signature empty until the check occurs.
