15 inspection steps
EAR-01
Planning and geotechnical basis
Confirm earthworks zones, cut/fill limits, geotechnical design, material classes, lot/testing rules and service constraints.
Review current drawings, geotechnical report, specification, survey control, services information and approved work method.
EAR-02
Survey control and set-out
Verify survey control, limits, formation levels and service/set-out references before disturbance.
Check control marks and survey set-out against approved drawings and survey plan.
EAR-03
Service clearance and permits
Confirm service searches, locating, permits and protection/diversion arrangements for the planned excavation.
Review current service plans and clearance permits; record field locating/marking and required authority releases.
EAR-04
Clearing and topsoil stripping
Check clearing boundaries, topsoil/vegetation stripping, salvage and stockpile locations.
Observe limits and compare stripped material handling with environmental and earthworks requirements.
EAR-05
Unsuitable material and groundwater
Identify soft, wet, contaminated or otherwise unsuitable material and unexpected groundwater during excavation.
Visual inspection and geotechnical review where required; record extent, photographs, removal and replacement instructions.
EAR-06
Excavation dimensions and formation
Check excavation limits, lines, levels, stability and formation against drawings/geotechnical requirements.
Measure/survey formation and inspect condition; involve geotechnical engineer where specified.
EAR-07
Fill source and material approval
Verify source, classification, sampling and approval for each proposed fill material.
Review source approval and lab classification/test certificates; reconcile delivered material with approved source/material ID.
EAR-08
Subgrade preparation and proof condition
Check exposed subgrade is trimmed, drained and free from unacceptable disturbance before placing fill or pavement layers.
Visual walkover and specified proof roll or geotechnical inspection; record soft spots and remediation.
EAR-09
Fill placement layer controls
Check placed material type, placement area, loose layer thickness and segregation before compaction.
Observe placement; measure layer thickness and compare material and equipment/work method with approved trial or specification.
EAR-10
Moisture conditioning and compaction
Verify moisture conditioning and compaction method are appropriate to approved material and project requirement.
Observe water addition/aeration and compaction passes/equipment; record method where required by project.
EAR-11
In-situ density and material testing
Arrange specified field/lab testing and link each result to the correct lot, layer, location and material.
Use project-nominated methods and qualified/lab personnel; map test locations and compare results with exact project limits.
EAR-12
Nonconformance, rework and retest
Track failed tests, unsuitable areas and corrective work through acceptable retest or written disposition.
Review test/NCR records, identify affected lot and layer, verify rework boundaries and retest.
EAR-13
Trench backfill and reinstatement
Check bedding, haunch/side support, pipe protection and backfill material/layers for trench works.
Inspect before concealment and record material, layer placement, specified compaction tests and surface reinstatement.
EAR-14
Drainage, erosion and water management
Check temporary drainage, dewatering, erosion/sediment controls and protection of completed formation/fill.
Inspect controls before and during work and after rainfall/change events against approved environmental/site plans.
EAR-15
Final levels, geometry and closeout
Survey completed surfaces, batters, slopes, formation and interfaces; compile material, lot and test records.
Survey/measure against final design and compare register for all lots, nonconformances and geotechnical releases.
