The work package we prepare
One identified package: bulk excavation and site cut/fill; selected fill placement and compaction; or ordinary utility trench bedding, surround and backfill. Define the area, level or chainage limits and who supplies each interface. A larger earthworks contract may require separately controlled plans for its different packages.
Customer-defined or wider earthworks work can be prepared when its scope and controlling project documents are supplied; the free baseline is narrower. Geotechnical investigation, design of foundations or retaining structures, trench-support design, excavation safety procedures, laboratory testing and site supervision remain with the responsible specialists. Preparing an ITP does not determine bearing capacity, certify soil suitability or authorise a utility pipe to be covered. Pipe installation and system tests remain separate where performed by another contractor.
Documents that make the plan specific
Upload the files as they are. You do not need to extract clauses or rewrite them into a brief. Include the mandatory contractor form if you have one.
- Approved earthworks drawings and survey control
- Cut/fill boundaries, design surfaces, formation levels, trench details, service interfaces and the actual survey datum, sheet numbers and revisions. Include approved changes and the required as-built information.
- Geotechnical report and project specification
- The applicable material/source criteria, founding or formation instructions, layer and conditioning requirements, compaction acceptance basis and any restrictions for the identified work area. A report for another site or soil type cannot supply the missing project values.
- Inspection and test plan requirements
- The lot and layer definitions, nominated methods, laboratory/report arrangements, sampling coverage and frequency, acceptance calculation where specified, and the process for failures, rework and retesting.
- Work sequence, handover and contractor form
- Identify the receiving-surface handover, services to protect, who installs the pipe, who reviews test evidence and any contractual notice or release rights. Include the mandatory form and relevant approved construction procedures.
How requirements become checks and records
The sequence below explains the document workflow. It contains no engineering thresholds or completed inspection results.

What you receive
- A scoped Earthworks & excavation ITP with inspection steps, methods, project criteria and source references, timing/frequency where supplied, responsibilities and the project control-point legend.
- Matching blank field records for the agreed checks, including actual observation, evidence, issue, recheck and sign-off fields.
- Excel, Word and PDF, with document control and specific open confirmations. Actual measurements, test results and signatures remain blank.
- Your supplied contractor form used where its format is required, with its required structure retained. Source documents and paid standards are not redistributed as part of the package.
If the documents are incomplete or conflict
For example, a test report can identify a result without establishing that the relevant lot meets its specification. If the lot boundary, acceptance method, material requirement or review authority is missing, we identify that precise gap. We do not fill it with a generic compaction percentage, a test frequency taken from a road specification or an assumed geotechnical approval.
Project document precedence and approved revisions control the plan. Drafting does not confer engineering approval, certify compliance or guarantee contractor acceptance.
