Guidance for Victorian building, external works and road-interface packages. Permit and consent needs vary by work and authority. This guide describes document mapping, not engineering criteria, a complete legal pathway or an agency contract specification.
Keep planning permits and building permits distinct
The Victorian planning system states that a planning permit is not a building permit. A planning permit controls permitted use or development and may carry conditions and endorsed plans; a building permit concerns building work under the Building Act framework. Where both apply, the building permit must be consistent with relevant planning approval. Establish the actual sequence and conditions before fixing ITP stages.
The Building and Plumbing Commission describes the registered building surveyor’s role in assessing permit applications, issuing building permits and inspecting mandatory notification stages. Identify the project’s appointed surveyor and applicable notification stages from the permit and project documents. Do not label an internal contractor check as a statutory inspection.
Road-reserve work follows the coordinating road authority
Transport Victoria advises that consent from the coordinating road authority is required for proposed work in a road reserve unless an exemption applies under the Road Management Act or regulations. DTP is usually the coordinating authority for freeways and arterial roads; councils handle municipal roads. Confirm the actual road manager and current requirements for the site, including any notification when work is complete.
For external works on the road network, Transport Victoria also describes a DTP design and construction review process. Use the relevant consent, permit or project agreement as the source for deliverables and hold points. A planning permit or building permit does not itself establish road-reserve consent.
Building contract checks and road contract checks have different sources
Building package rows should trace to approved plans, specifications, permit conditions, applicable NCC provisions and contract quality clauses. Road or external works rows should trace to the road authority consent, project agreement and any technical specification expressly adopted. Keep separate rows when the trigger, reviewer or evidence differs.
Do not assume a published VicRoads/DTP specification applies to every Victorian road project. Verify the edition and incorporation language in the contract. The authority source and contract determine which documentation, notice and acceptance process applies.
Victoria document-control example: permit condition and road opening
Fictional example. A contractor prepares a building ITP using a current controlled copy of the building permit, endorsed plans and the relevant planning permit condition. It records the appointed building surveyor’s applicable notification stage in a separate field from the contractor’s pre-cover check. For a service crossing in a municipal road reserve, the team identifies the council as coordinating road authority, records the consent reference and maps its traffic-management and completion-notice conditions to separate evidence rows. If a condition is still pending, the affected row stays open. This example does not set a technical acceptance value.

- Register planning permit conditions and endorsed plans separately from building permit documents.
- Record the appointed building surveyor and only the notification stages applicable to the permit.
- Identify the coordinating road authority for the exact road and obtain the relevant consent before work where required.
- Map each permit/consent condition to a distinct row, owner, trigger and close-out record.
- Record adopted technical specification and revision only where the project contract incorporates it.
Before issuing the plan
- Planning permit and building permit are treated as separate approvals with linked, consistent plans where required.
- The current appointed building surveyor and permit-specific notification stages are identified.
- Road-reserve owner/coordinating road authority is confirmed for the actual location.
- Required road consent, notifications and completion evidence are cross-referenced.
- DTP or VicRoads technical specifications are used only when applicable contract documents adopt them.
- Contractor, authority, surveyor and principal control points have separate triggers and roles.
- No technical values, universal consent exemptions or state-wide roadwork checklist is asserted.
